With reference to your Despatch (Confiden-

tial) of the 1st. ultimo, I have the honour to infom you that

immediately upon its receipt I called for a report on the

subject from the Postmaster-General and I now annex a copy of

his reply, covering a minute written by the Postmaster at

Shanghai, from which it appears that no such statement as that

attributed to him was made.
